AUSTRALIA WATER MARKET
Many water companies tend to quickly write Australia off in favour of more popular markets such as China, India, and the Middle East. In truth, the Australian water market is nothing to be sniffed at. In 2009, it spent close to US$2 billion on desalination projects. While this is expected to drop to about US$1 billion per year in the medium term, it is still well above forecasts1 for China, India, and most other Middle Eastern countries, with the exception of Saudi Arabia and the United Arab Emirates.
About US$170 million was spent on water reuse projects across Australia last year, and this is expected to have a CAGR of 15-20% in the near to medium term. Of the aforementioned water market “hotspots”, only China and Saudi Arabia topped Australia’s expenditure in water reuse. As environmental responsibility is highly regarded in Australia, water reuse is gaining popularity as a water supply option for non-potable water uses. The industry is also pushing very hard for the acceptance of recycled water for drinking purposes, and if they succeed, this could further drive demand for such projects.
In 2008, the government introduced the A$12.9 billion, 10-year Water for the Future strategy. Of this, A$1 billion has been allocated to support projects that use desalination, recycling and stormwater harvesting to improve water supply security, over a 6-year period. This fund will provide up to 10% of a project’s total costs, which means that over A$10 billion worth of projects can be supported. Including another A$5.8 billion programme to increase water efficiency in rural Australia, companies can look forward to well over A$2 billion of projects every year in the near future.

Tom Mollenkopf is the Chief Executive of the Australian Water Association, a role he commenced in May 2007. Between 2005 and 2007 Tom was Deputy Executive Director of the International Water Association based in London and from 1995 to 2005 he was an executive at South East Water in Melbourne. Tom’s background is in law, first in private practice and then as corporate counsel. Tom has a Masters of Business Administration from the University of Melbourne, Bachelor of Jurisprudence (with studies in Economics and Politics) and Bachelor of Laws from Monash University. |

Ross Young commenced as the Executive Director of the Water Services Association of Australia (WSAA) in 2004. WSAA is the peak body for the urban water industry and its members provide water services to 16 million Australians (80% of the population). Ross has extensive experience in urban water management at a senior level having held a number of key executive positions with Melbourne Water for over a decade. Whilst at WSAA Ross has raised the profile of the Australian urban water industry, represents the Australian urban water industry on water policy at the national level and regularly contributes to debates on urban water issues.
Ross is the Chair of the Global Water Research Coalition Board and a Board Member of WaterAid Australia. He has a Diploma of Horticultural Science, a Bachelor of Applied Science, an MBA and a Graduate Diploma in Natural Resources Law from the University of Melbourne |

Rob Skinner

Rob Skinner was appointed Managing Director of Melbourne Water in 2005. Prior to joining Melbourne Water, he was Chief Executive Officer of a large municipal council in metropolitan Melbourne during which time he also held a number of key positions in the water sector as chairman or member of boards or government advisory committees. He is currently a Board member of the Water Services Association of Australia and actively involved in a number of innovative sustainability initiatives in Melbourne. He has been a leading figure in Victoria’s water sensitive urban development programs. Mr Skinner has initiated a number of collaborative relationships between Melbourne Water and agencies in Singapore, UK, China, Israel and Timor Leste.
Melbourne Water is owned by the Victorian Government. It manages Melbourne's water supply catchments, removes and treats most of Melbourne's sewage, and manages rivers and creeks and major drainage systems throughout the Port Phillip and Westernport region.
Melbourne’s Water Future
In response to a dramatic drop in reservoir inflows over the past 12 years combined with a significant population growth, Melbourne has had to invest heavily in major water supply and sewerage augmentations. Melbourne Water’s capital program increased from $227M in 2006/07 to $1087M in 2008/09. However, this “bow wave” of major capital works will reduce to less than $500M next year and in future years there will be a range of smaller less capital intensive projects as the planning for Melbourne leans more towards “water sensitive” city development. |

Peter Moore

Peter Moore is one of the Water Corporation’s most senior executives. He is a skilled civil engineer with an impressive track record in project management and strategic planning. He holds the position of Chief Operating Officer. In the ten years prior to that, he was initially the General Manager Engineering and Contracts and more recently General Manager Planning and Infrastructure. As General Manager Engineering and Contracts he had responsibility for the delivery of the Corporation’s Capital Programme of approximately $500M per year together with a number of associated support services. Following a restructure of the Corporation in 2004, his role as General Manager Planning and Infrastructure added the planning, capital programme management and design of the Corporation’s infrastructure to his previous responsibilities.
As Chief Operating Officer he is responsible for the day to day operations of the Corporation and provides high level strategic advice and support to the Chief Executive Officer and is responsible for an operating budget in the order of $800M, with annual capital expenditure projected to be $1B in 2008 and annual reviews in the order of $1.5B.
Business Opportunities in Western Australia
Western Australia is resource rich and is a key driver of Australia’s thriving economy. Oil, gas, iron ore and gold deposits are in abundance across the State. There is currently more than A$100 Billion worth of resource projects being considered over the next few years. These projects will lead to numerous opportunities for infrastructure developers. Outside of these developments the Water Corporation provides water and wastewater services across Western Australia. The Corporation has a very large capital investment program (A$1 Billion per year) to develop infrastructure for its growing cities and industrial developments over the next 10 years. There are numerous opportunities for companies to work with the Corporation to deliver future infrastructure projects. |

Greg Claydon is currently the Executive Director of Strategic Water Initiatives with the Queensland Department of Environment and Resource Management. He is responsible for development of statewide strategic water policy, ground water policy, water trading policy and all water related legislation, Queensland’s contributions to national water policies and programs, all regional water supply strategies and water infrastructure planning outside South-East Queensland.
Greg has tertiary qualifications in agricultural engineering and has held positions in Brisbane, Toowoomba, Emerald, Ayr and St George in Queensland and in Canberra. He also has work experience in New Zealand, Canada, USA, the Caribbean, Japan, Singapore and Turkey. Greg was awarded a Public Service Medal (PSM) in the 2009 Australia Day Honours Awards for outstanding public service in natural resources management and water reform. |

| Peter is Industry Director – Water for AECOM, Australia based in Melbourne. This national role requires Peter to provide leadership to AECOM in expanding its national reach whilst maintaining and enhancing relationships with current water industry clients. Peter has worked across both private and public sectors of the water industry predominantly within Australia for over 28 years, but also with assignments overseas in both Indonesia and the United Kingdom. This experience gives him invaluable understanding of the fundamental drivers for projects and the commercial, administration and regulatory systems that must be satisfied for successful delivery.
Peter is an experienced Project Director and Project Manager having worked within numerous alternative project delivery mechanisms including D&C, EPCM, DBFO or PPP, and Alliance contracts within the Australian water and wastewater sectors. Peter has been at the forefront of commercial negotiations as Company representative leading multidisciplinary teams across legal, regulatory, technical, financial and commercial aspects of contract considerations. Peter is also National President of the Australian Water Association (AWA) which is Australia’s preeminent member based not for profit professional water industry body in Australia. He has held many positions in AWA ranging from various committee positions including Victorian State Branch President through to Company Director and current President. His two year role as AWA National President completes in May 2011.

The team there worked on the Bundamba Advanced Water Treatment Plant, which formed an integral part of the AUS$2.5 billion Western Corridor Recycled Water Project. The project relied heavily on the Integrated Global Workforce and received wide global and regional acclaim. Other Australian projects include major upgrades of three wastewater treatment plants as part of the W2W Alliance in Perth and the tertiary upgrade of the Eastern Treatment Plant in Melbourne. McCarthy is an adviser for the Singapore International Water Week, serves on the WateReuse Association Board of Directors and chairs the Water Environment Federation’s Global Water Strategies Council.

Mr Minoru Kikuoka is the Corporate Officer & the Global Head of the Membrane Division of Nitto Denko Corporation and also the Chairman and CEO of Hydranautics since 2006. He was the former Chairman of the Association of Membrane Separation Technology of Japan 2006-2007.
He is also an US Attorney at Law, admitted from the State of NY, since 1992. Mr. Kikuoka started his career at the Industrial Bank of Japan from 1986 to 1999. He was the Director at Merrill Lynch Investment Banking from 2000 to 2004, Managing Director of PWC Advisory 2004. During that period, he has advised various corporations, mainly chemical & pharmaceutical related companies, with business strategy, including corporate M&A, corporate reorganization, etc. He was then asked to join Nitto Denko Corporation in 2004 to head its US operations. Mr. Kikuoka graduated from the University of Tokyo, Faculty of Law in 1986. He also holds a Master of Law from Harvard Law School (1991). |
