Jeff Delmon has advised governments, sponsors and lenders on infrastructure finance and PPP since 1994, and has been a senior PPP specialist with the World Bank since 2005. He is currently based in Singapore. Prior to joining the World Bank, Jeff spent 11 years in Paris and London advising on infrastructure and PPP projects globally at the law firms of Allen & Overy and Freshfields. He is author of numerous books, articles and blogs on PPP, his most recent books include: Public Private Partnership Projects in Infrastructure: A practical guide for policy makers (2ed, Cambridge University Press, 2017), Private Sector Investment in Infrastructure: Project finance, PPP projects and PPP programs (3ed Kluwer International 2016), Public Private Partnership Programs: Creating a framework for private sector investment in infrastructure (Kluwer International, 2014); and Delmon and Rigby-Delmon eds., International Project Finance and PPP: A legal guide to key growth markets (Kluwer International 2013). Jeff holds an MA in international studies and a Juris Doctorate from the University of Denver, a DEA (LLM) in international law from the University of Paris II and a PhD in law and engineering from King’s College, University of London. He is a qualified mediator and a member of the bar associations of California and of England and Wales.
