Phil is a Director of Water & Environment at Jacobs, where he currently leads an integrated water management capability and service that spans multiple markets, capabilities, sectors, and sub-sectors within the UK and Europe, which addresses the increasing demand for catchment and nature-based solutions alongside traditional engineering approaches to tackle complex challenges in the water sector. Phil is a passionate advocate for the power of partnership working to overcome the challenges that are faced in managing water at a catchment scale. His experience has been shaped by involvement in the development of Greater Manchester’s Integrated Water Management Plan, Place-based Planning projects in Greater Manchester and in leading a tidal flood risk management strategy for the Humber Estuary, including the City of Hull and other urban centres around the estuary, alongside operational leadership and technical leadership and assurance roles covering major infrastructure projects like East West Rail, HS2 Phase 2b, Wylfa Newydd Nuclear Development Area and various highway schemes. Phil has 24 years’ of experience, built on training as an Environmental Scientist, and he is a Fellow of CIWEM and a Chartered Water and Environmental Manager, Chartered Environmentalist and Chartered Scientist.
