Key Experience

  • Brings a 34-year career dedication at CH2M (now Jacobs), previously serving as Water Business Global Delivery Services Director in Denver, Colorado (USA), one of the most prestigious leadership positions, overseeing several delivery functions including engineering design and risk management.
  • The Water Engineering and Design Platform has approximately 900 aligned staff globally and the team provides operational oversight to the water business design project portfolio; the global delivery team works to integrate design, estimating, procurement, cost and schedule controls and document controls resources to support delivery of consulting, construction management, programme management and design-build projects.
  • Served as engineering manager for the North American Water Design-Build Business and has held various other project delivery and staff management roles.

Scott’s representative experience summary includes:

Engineering Manager, Cedar River Treatment Facility DBO Project (Cedar DBO), Seattle Public Utilities, Seattle, Washington, USA. The 450-MLD Cedar DBO facilities have been operational since 2004 and have consistently delivered 100 per cent compliance with regulatory requirements. As engineering manager, led the design and permitting for the facility and the engineering support during construction and testing and commissioning. The project includes a new lake intake, ozonation, UV treatment, treated water storage, near shore overflow and two flow control structures. The project also includes a Leadership in Engineering and Environmental Design (LEED) Gold-Certified Operations Building. As the base facility operations period runs to 2019, co-ordination and engineering support for the facility operations is ongoing including preventive maintenance, addressing evolving raw water quality changes and supporting programmed facility upgrades. To assure the client that water supply would be maintained at all times during an extended supply tunnel shutdown, took up residence in a 100-year-old control valve facility to monitor water supply and take manual control if needed.

Project Manager, Treatment and Conveyance Systems Facility Plan, Cedar Facilities Planning Project, Seattle Public Utilities, Seattle, Washington, USA. Project manager for the treatment and conveyance systems facility plan for Seattle’s 900-MLD Cedar River water source. The project involved development of an overall facility plan for the source to address treatment needs and related piping, pumping and intake improvements. Near-term improvements include ozonation and related piping improvements. The long-term planning provides for future addition of particle removal treatment such as granular media or membrane filtration. The project also included several water quality and operations tasks, such as development of improvements to enhance the flow regime in Lake Youngs, assessment of the water quality impacts of drawing Lake Youngs down seasonally to increase the system yield and development of construction phase and post construction operating plans. Ongoing regulatory support, particularly in relation to the 1996 Safe Drinking Water Act Amendments, is also being provided by the project team.

Construction Completion Review, Thames Tideway Lee Tunnel Pump Station, Thames Water, London, UK. As the civil works for the Lee Tunnel were nearing completion, focus turned to mechanical, electrical, instrumentation, controls and automation (MEICA) for the project, which was largely associated with the deep shaft pumping station located at the Beckton Sewage Works site. The pumping station lifts the combined sewer overflow stored in the tunnel to the treatment works. Led a team to review the MEICA completion approach, including testing and commissioning, in light of the remaining schedule and associated regulatory deadlines. The team presented recommendations for improvements to the plan related to resourcing, additional detailed planning and sequencing and the key focus areas for the construction team. This was a short, intense assessment that contributed to the project achieving manual operational status prior to the regulatory compliance date.

Start-up and Commissioning Quality Manager, Catskill-Delaware (Cat-Del) UV Treatment Facility, New York City Department of Environmental Protection (NYCDEP), New York City, New York, USA. The SNG $1.6 billion Cat-Del facility was designed to provide enhanced water quality to over 8 million residents of greater New York City. CH2M, along with a joint venture partner, provided construction management services for the project. As start-up approached, NYCDEP elected to have the construction management team co-ordinate start-up and initial commissioning of the facility and was engaged to help develop the programme, including the means to provide phased facility operation in conjunction with ongoing construction so that related treated water compliance deadlines could be met. Once the plan was in place, including various tools and documentation, provided quality control oversight for several months. During this time, also organised and led an expert panel exercise focused on the overall control logic for the facility, the process proved to be educational for the client and led to greater understanding of the control philosophy and some modifications to the control logic. The facility has a capacity of 7,570 MLD and has been producing water continuously since October 2012.

Project Manager, Zone 4 Groundwater Treatment Plant Project, City of Glendale, Arizona, USA. Project manager for this new groundwater supply and treatment project that provides Glendale with a 37.8-MLD firm capacity supply addition. The project involves four new large capacity wells, 9.6 kilometres of raw water transmission main and the City’s first ion exchange water treatment plant for nitrate and arsenic removal. Total capital cost for the project is SNG $61.6 million. The project provides increased supply reliability as the city was previously almost exclusively dependent on surface water. It also provides supply to areas that have seen the most growth, which helps reduce stress and pressure losses in the finished water transmission system and will help address some water quality concerns related to water age and trihalomethane generation. In response to the economic downturn, over the course of the project, the engineering team worked with the contractor to reduce project costs through scope reductions and value engineering, resulting in a savings of nearly SNG $27 million from the original budget while still providing the 37.8-MLD firm capacity desired. The project required permitting and easement activities with multiple agencies including Salt River Project, BNSF Railroad, Arizona Department of Transportation, Arizona Department of Environmental Quality and Maricopa County. The project facilities were placed in service in April 2011 and testing and commissioning support is ongoing.

BCOE Review Team, Bull Run Supply Treatment Project, Portland Water Bureau, Portland, Oregon, USA. The Portland Water Bureau incorporated a somewhat unique activity into their overall project quality programme for this major improvement to their primary water supply. The bidability, constructability, operability and environment (BCOE) team aims to address these key elements during design with a goal of enhancing the overall project quality. The review process is primarily focused on risk mitigation from bidding through commissioning and into operations. This overall project involves a highly constrained, remote site with limited access and a need to maintain continuous operations during construction. The compliance deadline for the project resulted in a tight delivery schedule. These challenges plus the environmentally sensitive watershed setting require a broad consideration of not only the many technical engineering requirements but many other aspects from materials handling (4,000 truck trips offsite for excavation plus over 1,000 trips for deliveries) to emergency response and security, to control system cut-over and operations transition. Member of the BCOE team and participated in the review process and report out of findings. Prior experience on Cedar DBO, which had similar site constraints and environmental restrictions, brought key perspectives to the BCOE process.

Team Member, Value Engineering Study, Cat-Del UV Treatment Facility, NYCDEP, New York City, New York, USA. Participated in a conceptual and preliminary design value engineering study for NYCDEP’s Cat-Del UV treatment facility. This 7,570-MLD facility is the world’s largest. The team developed recommendations for more than SNG $137 million in cost reductions, as well as related design and operation improvements.
