Biography

Mr Zhuang Guotai, Han Nationality, was born in Quanzhou, Fujian Province in April 1962. He is a member of the Communist Party of China. He holds a postgraduate diploma and a Master’s degree in science.

He started his studies on atmospheric sounding in the Meteorology Department of the Chengdu Institute of Meteorology in July 1979. He started his career in the Institute after graduation in July 1983. He pursued postgraduate studies on atmospheric physics in the Center of Environmental Sciences of the Peking University in September 1986. After graduation with a Master’s degree in science in August 1989, he joined the National Environmental Protection Agency (NEPA) and worked successively at the Department of Communication and Education, the General Office, and the Department of Nature Conservation, serving as Principal Staff, Deputy Director and Director of the Division of Ecological Conservation. In February 2000, he was appointed Deputy Director General of the Department of Nature and Ecological Conservation of the State Environmental Protection Administration (SEPA).

During such service, he was seconded to the China Yangtze Three Gorges Development Corporation as Deputy Director General of the Department of Planning and Contracts from March to October 2003. He was appointed Deputy Director General (Director General level) of the Foreign Cooperation Centre on Environmental Protection (FECO) of the SEPA in December 2004, and Director General in February 2006. He was appointed Director General of the Department of Nature and Ecological Conservation of the Ministry of Environmental Protection (MEP) in September 2008, and Director General of the General Office of the MEP in November 2015.

In December 2017, he was appointed Vice Minister and a member of the Leading Party Members’ Group of the MEP. In March 2018, he was appointed Vice Minister and a member of the Leading Party Members’ Group of the Ministry of Ecology and Environment (MEE) of the People's Republic of China.
